North Sea God spoke with the river God:

The well frogs, it’s impossible to talk about the sea with them, because of limited living space; the insects only live in the summer, it is impossible to talk about the winter ice with them, because of limited life time; the village scholars are impossible talk to them about Tao, because of the bondage of the upbringing.

This was an ancient Chinese philosopher’s fable.

This meaning was said that "little knowledge or short-sighted knowledge, do not understand the principles", also said that "stubborn people, only know their own views, but do not know the alternative" .
